Fiscal Issues
CCAWV is supportive of initiatives that have a positive effect on county funding, allowing counties to generate their own funding needs and oppose those initiatives that take funding away from county programs and services.
Responsibility Issues
CCAWV is supportive of initiatives that have a positive effect on county commission authority or responsibility and oppose those that attempt to usurp the duties of county commissioners as outlined by the WV Constitution and the WV Code.
Regional Jail Costs
CCAWV will continue to work with the WV Legisla- ture and the WV Regional Jail Authority to identify additional revenue sources and jail population reduction methods in a unified effort to maximize the efficient use of tax dollars for incarceration of regional jail inmates.
Unfunded Mandates
In these challenging economic times, CCAWV will defend against unfunded mandates legislatively or administratively passed on to local governments. CCAWV will evaluate and determine our position on any legislation that affects county finances.
Marcellus Shale Drilling
CCAWV supports the development of rules govern- ing horizontal well drilling that will maintain com- munication and coordination between the industry, state, and county governments, continuing to allow local flexibility to deal with local issues.
Substance Abuse Treatment
Substance abuse is an extremely critical problem and impediment to the workforce in WV and a major factor in the escalating burden on our criminal jus- tice system. CCAWV supports efforts to increase and enhance available treatment.
2016 Priorities

Allowing county to hire an attorney to collect delinquent property taxes, and deduct the expense from tax collections before distribution to the levying bodies.

Raising threshold for number of signature needed to require the commencement of removal process of local elected officials to 10% (rather than 1% or 50 people, whichever is less)

Elimination of the hotel/motel tax 30 day exemption.

Finding a better method to collect court costs (Allow RJA to collect outstanding court costs from inmate’s available personal funds at the time of release)
Support & Opposition
CCAWV Supports:

Allowing RJA to invest funds through Board of Investment Management.

Eliminating the property tax roll-back provision.

Legislation that would authorize county commissions to impose an additional $1.00 per month wireless fee.

Creating uniformity throughout the state by making 60 day claims period same for Fiduciary Commissioners and Fiduciary Supervisors.

Adding counties to the municipal statute that creates the Vacant Property Registration Program.

Making private Stormwater Management Ponds exempt from property taxes (same as private roads).

Amendment to permit alternate means of disposing county property (change of location or internet sales).

Clarifying conflicting language in the state building code regarding sprinkler systems.

Dedicating the real property transfer tax, collected by the county and sent to the state, to the Jail Partial Reimbursement Fund.

Sharing of jail costs among all arresting entities.
CCAWV Opposes:

Increasing Homestead Exemption Amendment.

Passage of Tangible Personal Property Tax Exemption & Rate Reduction amendment.

Putting the Statewide Interoperable Radio Network (SIRN) under the control of the WV State Police.

Any attempt to take, remove, or lessen county 911 revenues for use in any other purpose.
