Recap: County Commissioners’ Association of West Virginia 2025 Legislative Conference
February 23–25 | Charleston, WV

The County Commissioners’ Association of West Virginia (CCAWV) was honored to host the 2025 Legislative Conference in Charleston, welcoming county leaders from across the state for three days of learning, collaboration, and advocacy. The conference provided an essential platform for commissioners to gain critical knowledge, exchange ideas, and engage directly with state and national leaders — all in pursuit of stronger, more resilient counties.

One of the cornerstone educational opportunities was the National Incident Management Systems (NIMS) training provided by FEMA, designed to help county leaders strengthen their understanding of emergency response protocols and disaster preparedness. In an era where proactive leadership is critical, this training offered timely and practical strategies that commissioners can bring home to better protect their communities.

We were also privileged to host Crews & Associates during our Legislative Conference dinner. Rob’s presentation offered timely financial insights and highlighted key strategies to help counties maximize resources and invest in future growth. Discussions around innovative financial tools and community investment underscored the importance of sound fiscal stewardship at the county level.

Additionally, we thank Comcast for sharing exciting developments regarding network infrastructure investments in West Virginia. Their commitment to expanding connectivity will enhance economic development, improve quality of life, and create new opportunities for counties throughout the state.

West Virginia State Treasurer Larry Pack delivered a powerful address that reminded us all of the critical role local government plays in shaping the future of our state. His message reinforced the value of servant leadership and the impact that county commissioners have on every aspect of community wellbeing.

An impactful highlight of the conference was our visit to the State Capitol, where commissioners met with legislative representatives to discuss local priorities, challenges, and solutions. These conversations are vital to ensuring that county voices are heard and that state policies reflect the needs of our communities.

Our final morning featured an important discussion led by the West Virginia Department of Health on public health threat preparedness. This session reinforced the need for counties to remain vigilant and well-informed, ensuring that leaders are equipped to respond swiftly and effectively in times of crisis.

Beyond the formal sessions, the conference offered abundant opportunities for networking and collaboration, allowing county leaders to learn from one another, share best practices, and build strong professional relationships. The board meeting and association meeting also provided space to align on strategic goals and continue advancing the association’s mission.

This year’s Legislative Conference exemplified the power of collective learning and advocacy. For county commissioners, these gatherings are more than events — they are opportunities to gain knowledge, strengthen leadership, and bring meaningful improvements back to their communities.

We encourage all commissioners to make attendance at future CCAWV conferences a priority. The value of shared knowledge, expert training, and direct engagement with decision-makers cannot be overstated. Together, we can continue to drive progress for every county and every citizen in West Virginia.
