
Mid-Session Update: 2025 WV Legislative Session
February 12 – April 12, 2025
The 2025 West Virginia Legislative Session is well underway, and the County Commissioners’ Association of West Virginia (CCAWV) remains committed to keeping our members informed and engaged throughout the process. This year’s session has seen significant legislative activity, with county leaders staying focused on priorities that strengthen local government and improve our communities.
Legislative Activity So Far
As of this week, more than 2,460 bills have been introduced. Of those, 47 bills have passed both the House of Delegates and the Senate and now await action from Governor Patrick Morrisey. Several of these bills have a direct impact on counties, ranging from public health preparedness and fiscal matters to infrastructure development and governance.
Notable Legislation Awaiting the Governor’s Signature

SB 490: Prohibits ranked-choice voting in West Virginia elections.

HB 2053: Officially includes the United States Space Force in the definition of armed forces.

SB 443 & SB 462: Authorize criminal background checks for professional licensure boards, including speech-language pathologists and occupational therapists.

SB 358: Allows the Department of Transportation to promulgate updated legislative rules.
Signed Into Law

SB 456: Defines and preserves single-sex spaces in West Virginia.

HB 2024 and HB 2025: Update definitions and terms in the West Virginia Personal Income Tax Act and Corporation Net Income Tax Act.

As we move into the final weeks, attention will shift to:

Key upcoming deadlines:

March 30: Last day for bills to come out of committee in their house of origin.

April 2: Crossover deadline for bills to pass their house of origin.

April 12: Scheduled adjournment of the regular session.
