We’ll it’s just a couple of weeks until the election, and I am still hot on the campaign trail. I am sure many of you are as well! The Association has been busy this month holding the Regional Jail Summit in Harrison County as well as planning the New Commissioner’s Training in November and scheduling the
Regional Roundtable meetings for November and December. There are many opportunities
available to all of our members to participate in and take advantage of Association endeavors and I encourage you to do so!
I know that a lot of you are busy getting ready for early voting on the 24th and the election in two weeks. I want to wish everyone good luck, and I hope everything runs smoothly for you in the Courthouse on Election Day!!!

I am sure you all are in election mode if your term is up! I have been making my rounds in Mineral County to visit my constituents before the election. The CCA Board and Legislative Committee had a successful meeting at the Charles Town Inn, Jefferson County, WV. It was a great facility and the hospitality from the Jefferson County Commission was appreciated. Everyone at the meeting worked hard to come up with some ideas and legislative issues for the 2013 Legislative Session. The CCA Board adopted a Legislative Platform for 2013 which addressed several issues for counties across the State of WV. The Association will be holding Regional Roundtable Meetings in November and December to let all of our members know what issues we are working on. A schedule of these meetings will be mailed soon. I would like to thank everyone who participated in the meeting. Your ideas and opinions were greatly appreciated. The Association is working hard on your behalf at the Legislature all year long.

It is indeed an honor to have been re- elected to the position as CCAWV President for a second term. Our Annual Meeting in Hancock County was a great success! Thanks to Danny Greathouse and the Hancock County Commission & Staff for their gracious hospitality. This association is a great resource to us as county commissioners, and I encourage each of you to stay involved. If there is anything I can do to help any of you please feel free to contact

Well here goes nothing or should I say everything, as we are in one of the most challenging times in our history. The economy has been in a downward spiral, unemployment rates are up and our citizens are looking to county commissioners for answers.
West Virginia is one state that is not suffering financially as are many of the other states. Our financial house is in order and the eyes of the world are focused on our state, counties and cities.

With the 2012 Legislative session completed, county commissioners will face few changes. Through a strong, coordinated effort , we protected the integrity of county commissions and their budgets to provide services in each county. Our opposition to extending authority to class III and IV municipalities to administer TIF without the advice and consent of affected county commissions was heard and we prevailed. One area which strains county budgets remained unchanged; Regional Jail costs will be the same. Budgetary agenda of other associations could have had an impact on county commissions; however, our efforts proved successful and we prevailed.
