The County Commissioners’ Association of West Virginia invites and encourages you to attend the CCAWV Legislative Association Meeting and Educational Training Program. The meeting is scheduled for February 24-26, 2013 at the Marriott Hotel, Charleston, West Virginia.
Sunday, February 24th the CCA Board of Directors will meet from 2:00 p.m.-4:00 p.m. Registration begins at 4:00 and there will be a Welcome Dinner at 7:00 p.m.
Monday, February 25th will be the CCA Educational Training Series-Resources for county government from 9:00 a.m. until 12:00 noon.
Monday from 1:30 p.m-5:00 p.m. we will be holding the Legislative Briefing and Association Business Meeting. We will be discussing legislation of interest to counties. The Governor, Senate President & Speaker of the House have been invited along with committee chairs.
Monday evening CCA will host our Legislative Reception beginning at 6:30 p.m. Please be sure and invite your legislators.
Tuesday, February 26 at 10:00 a.m. we will be holding “Commissioners’ at the Capital” we would like to have as many of our members attend as possible. This is your chance to help promote our Legislative Agenda.

CCAWV President McCormick and I just returned from Washington DC, attending NACo's Presidents' and Executive Directors' annual conference, along with about 75 others from across the nation. We met with key congressional staff, internal affairs staff in the White House and updates from NACo's top executives.
The Governor 's work group for Justice Reinvestment meets on January 22nd for final policy recommendations on the jail and prison overcrowding issues. Policy recommendations will be in three areas, 1) Strengthening Community Supervision; 2) Improving Accountability; and 3) Reducing Substance Abuse. CCAWV is a participant on the working group and will keep you posted. During January interims, the Government Organization committee discussed proposed legislation that would continue the current
Municipal Home Rule pilot project until July 1, 2018 and expand it from 4 cities to 8 cities. All current ordinances enacted prior to July 1, 2012, will remain in effect, except tax ordinances. Tax ordinances will be null and void. It also prohibits any future ordinances that create, modify or amend pensions, retirement plans, annexation, or state or federal crimes and punishment. No action was taken on the draft legislation because they did not have a quorum. Further discussion is delayed until February interims.

Happy New Year!! I am sure you have all been offered this phrase once or twice, so I would like to be the last to offer it to you one more time. We are in to a New Year, that of 2013, one that is already filled with change. I am assuming the office of President of our Association with the departure of Ms. Cindy Pyles. I would like to offer Cindy my personal thanks and gratitude for leading our organization with class, intelligence and great direction. Thank you and the best of luck to you in all your endeavors.
We have a full plate to deal with as Commissioners, and we WILL continue moving forward with our agenda. Each and every one of you have the responsibility of representing your constituency to the best of your ability, and I hope you will do the same for your OWN organization, the County Commissioner’s Association of West Virginia! We have our Legislative Conference in late February, giving us the opportunity to discuss our legislative agenda with our representatives from across the State in a face to face setting. There is no better way to promote our ideas, other than speaking with them on a one on one basis.
Again, with the change I mentioned earlier. It is my responsibility to name a Vice President to fill that position until our Annual Meeting in August of 2013. I have appointed Nancy Cartmill, President of the Cabell County Commission, to do so. It is my hope that each of you will work with Nancy and I, and allow us to work with you, to continue moving our Association forward in a positive direction for our Counties and our constituency.

It is not often that the community and government work together to accomplish a common goal.
However, that is exactly what has happened in Putnam County with the construction of our new animal shelter. It culminates an eight year collaborative effort of volunteers and the county commission and started when Karen Haynes, wife of Commissioner Joe Haynes, started volunteering at the current shelter soon after Joe took office.
Seeing the deplorable condition of the shelter, she started a grass roots effort to build a new one. Largely through her efforts, the community joined together to raise money and awareness. The site for the new shelter was donated and many fundraisers and grants provided an additional two- hundred thousand dollars toward the project. The County Commission joined the effort, dedicating up to $2.3 million towards its completion.
Construction is now well under way, with an anticipated opening early next summer. And it was all made possible by everyone working together toward a common goal.
