We’ll it’s just a couple of weeks until the election, and I am still hot on the campaign trail. I am sure many of you are as well! The Association has been busy this month holding the Regional Jail Summit in Harrison County as well as planning the New Commissioner’s Training in November and scheduling the
Regional Roundtable meetings for November and December. There are many opportunities
available to all of our members to participate in and take advantage of Association endeavors and I encourage you to do so!
I know that a lot of you are busy getting ready for early voting on the 24th and the election in two weeks. I want to wish everyone good luck, and I hope everything runs smoothly for you in the Courthouse on Election Day!!!

On October 14-15, 2012 thirty-eight County Commissioners and staff from 22 counties came together with CCAWV Staff and RJA Executive Director Joe DeLong to discuss county concerns and suggested solutions to the increasing cost to counties for incarcerating inmates in regional jails, CCAWV’s top legislative priority for 2013.
The group spent Sunday afternoon brainstorming and came up with over 30 concerns. Before recessing for dinner, the group agreed to a methodology for prioritizing the multitude of topics, the following morning. Through much discussion and lively debate, 5 top priority issues emerged. Washington, D.C. – Vivian Parsons, Executive Director of the County Commissioners Association of West Virginia, was recently honored by the National Council of County Association Executives (NCCAE) and the National Association of Counties (NACo) for graduating from the Certified County Association Executive Program.
The Certified County Association Executive Program (CCAEP) is a structured continuing education curriculum for the professional development of executive directors of county state associations. The
program is structured to comprehensively train county association leaders to be fully knowledgeable of leadership and association challenges and better prepare them to find ways to address emerging issues. The CCAEP is sponsored and credentialed by the NCCAE and Cornell University with the support of the
National Association of Counties.
The CCAEP has a core curriculum including budgeting, human resource management, effective board relations, succession planning, advocacy, media relations and leadership skills and strategies. These are supplemented with electives, training sessions and continuing education courses designed to assist association leaders in serving their constituents their members to the best of their ability.

I have just returned from my national conference for County Association Executives and one of the
most attention getting presentations was “Cyber Security Education.” It is amazing what computer
“hackers” can do to “screw-up” our lives! They can be running programs in the background, without
our knowledge, that will copy each keystroke on every computer connected to the network!!!
The Multi-State Information Sharing and Analysis Center (MS-ISAC) i s a volunt a r y and
collaborative effort based on a strong partnership with the National Cyber Security Division within
the U.S. Department of Homeland Security (DHS). The MS-ISAC has been designated by DHS as the key resource for cyber threat prevention, protection, response and recovery for the nation’s state, local territorial and tribal (SLTT) governments. Through its state-of-the-art 24/7 Security Operations Center, the MS-ISAC serves as a central resource for situational awareness and incident response for SLTT governments.

Bringing public awareness to the office of County Commissioner
Anyone that works in county government knows that the biggest public fallacy is that a County Commissioner only works part time. This statement is proven erroneous every day by Lewis County
Commissioner, Agnes Queen. She i s a 24/7 Commissioner and one particular example of her dedication, work ethic and vision for advancing Lewis County was seen during the June 29, 2012 derecho that devastated West Virginia and surrounding areas.
