April is "National County Government Month" and the County Commissioners’ Association of WV (CCAWV) is hosting our 3rd annual essay contest for 8th grade students across West Virginia.
There will be a monetary prizes for 1st, 2nd, and 3rd place student winners. There will also be a monetary prize for the 1st place winner’s Teacher to be used for classroom activities. 1st Place Student will receive $300 and teacher will receive $300. 2nd place Student - $250 and 3rd place Student - $150.
One of CCAWV’s goals is to increase information and public awareness about county government and the office of County Commissioner. As an initiative of this goal we are excited to partner with West Virginia educators to encourage students to learn and write about their local county governing body, the County Commission. (Teachers, for your convenience, we are attaching our brochure about county commission responsibilities.)
Student participants are asked to type a 500-word essay on the topic.....
"How does my county commission make life better for me?"
Take a class fieldtrip to a county commission meeting! Ask your county commissioners to come speak to the class! Find out what your county commission is working on in your county and encourage your students to write about it from the perspective of an 8th grader and why it matters to them.
A committee of commissioners and CCAWV Staff will serve as judges of the contest. All entries must be emailed by 5:00 pm April 21, 2014 to qualify. (Please see complete rules attached)

As we enter this new year, we are faced with challenges, some known and some unknown, that we must overcome to the best of our ability as elected officials. The voters have placed their trust and faith in us to do what is best for them. We are expected to improve the quality of life for our constituents and we must deliver. And we WILL! Working together, as the County Commissioners’ Association of West Virginia, we can overcome the hurdles we face, and go over, around, or under them. Whatever it takes to get the job done! There will be disagreements, discussions, and even heated “debates”, but we will work together to achieve our goals!
I know you all have the passion necessary, as I do, to move forward. Not only as an Association, but as human beings that care for other human beings. Everything we do revolves around the idea that we work for and with others to make their lives better, as well as our own. We must set aside personal differences, work together, and do what is right to help move our Counties and our State in a positive direction. We have done so in the past, and we will continue to do so.
Vince Lombardi once said, “the only place success comes before work is in the dictionary.” If we work hard, work together as a unit, stay positive and motivated, we can accomplish a great deal for our citizens! The only thing left to say is: Let’s get to work!!

Governor Earl Ray Tomblin delivered his State of the State on Wednesday, January 8, 2014. CCAWV Executive Director Vivian Parsons was in the audience as the Governor addressed West Virginians near and far. He likened the work of his term to sowing seeds in a garden, a task he has always enjoyed. Both, noted the governor, require "planning, patience, and foresight."
He began by noting the work West Virginia has done to sow seeds for a healthy financial future. Sound oversight of the Workers' Compensation program has led to important savings for West Virginia, and the state has weathered the storm of the country-wide recession without dipping into reserve funds. Lawmakers and businesses have worked together to secure job opportunities that abound around the Marcellus and Utica Shales. The Governor talked about his commitment to creating jobs, even if he must travel out of the country to do so. While appreciating the unique relationship West Virginia has with Japan, the Governor spent almost two weeks last fall traveling around Europe in the hopes of kindling new, and hopefully prosperous, business relationships.

Back during Christmas and New Year holidays, there were questions about “if and when” the county commission can close the courthouse and/or give employees additional time off without charge to annual leave. Pages 1-12 through 1-13 of the CCAWV handbook address this issue under “Offices and Courthouse Hours.” In short…While the County
Commission has the authority to prescribe the hours of the courthouse operation and such authority implies the ability to close the county offices in weather or emergency situations, it cannot close the “COURT!”

This is our busiest time of year coming up ladies and gentlemen. We have our legislators in session as we speak. We have our own CCAWV Legislative and Business meetings in Charleston, January 26-28. We have Board of Equalization and Review. We have budget hearings and levy establishment. Have I missed anything? Oh yeah, our daily dealings with our constituents and county concerns to deal with as well a courthouse full of employees!!! Thank God we're only part time employees!!?? I hope to see as many of you as possible at our legislative and business meeting in January at the Charleston Marriott. We have some great informational workshops to attend, and thank you to Vivian for putting together a great agenda and workshop session. We will also get the chance to talk to our legislators face to face in their backyard!! Don't forget to invite them to our reception. It only gets bigger and better every year, because of YOU!!
Please remember this is a member driven organization and you are the members!! Without all of you, we could not move forward making the lives of our citizens better and giving them a better county and state to live in!!
