I am sure you all are in election mode if your term is up! I have been making my rounds in Mineral County to visit my constituents before the election. The CCA Board and Legislative Committee had a successful meeting at the Charles Town Inn, Jefferson County, WV. It was a great facility and the hospitality from the Jefferson County Commission was appreciated. Everyone at the meeting worked hard to come up with some ideas and legislative issues for the 2013 Legislative Session. The CCA Board adopted a Legislative Platform for 2013 which addressed several issues for counties across the State of WV. The Association will be holding Regional Roundtable Meetings in November and December to let all of our members know what issues we are working on. A schedule of these meetings will be mailed soon. I would like to thank everyone who participated in the meeting. Your ideas and opinions were greatly appreciated. The Association is working hard on your behalf at the Legislature all year long.

The County Commissioners’ Association’s Board and Legislative Committee met on September 16 & 17, 2012 in Charles Town, WV for their fall meeting. The meeting went very well and we would like to thank everyone who attended for their time and efforts. Thanks also to the Jefferson County Commission for being such great hosts. We appreciate everyone’s support.

The Governor held the first meeting of his, “WV Blue Ribbon Highway Commission” on September 14, 2012. Governor Tomblin reviewed the goals of the commission to be completed before the 2012 Legislative Session.
The main responsibility of the commission is to maintain and repair the existing highways and bridges in the State of West Virginia. We need to find more efficient cost containment methods and come up with more sources of funding.
Maintaining the highways is essential to the economic development of the State. The next meeting will be held on October 19, 2012 and I will keep you updated. These meetings are open to the public. Thank you for allowing me to serve the County Commissioners as their representative on this Commission. Mason County Commissioner Rick Handley, also attended as the WVACo representative.

Fall is here, bringing with it thoughts of legislative issues and regional meeting schedules! Since this is a presidential election year, the legislative session will be delayed by a month, and so will our normal regional meeting schedule. In fact, because of many election changes among our members as well as changes to legislative membership, we are waiting until after Election Day to begin. Most meeting will be scheduled in late November and December. Watch your mail for the schedule, arriving soon!
Speaking of elections, we are currently planning our agenda for the upcoming “Basic Training for Newly Elected and Veteran County Commissioners.” It will be held at the Best Western Hotel, Bridgeport, Harrison County on November 28-30, 2012. Please save the date. We’ll cover all the standard topics with some new twists as well! We’re working on a brand new interactive session titled “Establishing Effective Communication, Can You Hear Me Now?” borrowed from a fellow association’s communication officer, prepared for a National Association of Counties’ meetings! I think it will be a fun and informative session, regardless of your tenure in office! So plan to join us on November 28th, to learn, to mentor and to exchange ideas and issues!
Finally, let me encourage you to send us things that you are doing out in the community to bring public awareness to the office of county commission. We want to future your story in our monthly column, “County Commission Outreach”, to applaud your efforts and to encourage your fellow commissioners to get out there and get involved as well!

The Girl Scout Council of the Nation's Capital recently announced their choices for the 2012 Women of Distinction Award. Three outstanding women from the Eastern Panhandle of West Virginia were selected to receive the prestigious award based on distinguished service, excellent leadership and capacity to serve as role models for girls, including our own, Morgan County Commission President - Stacy Dugan. "We received nominations from individuals, community leaders, business owners and the government sector. The honorees were selected by an independent committee comprised of former Awardees, unaffiliated with Girl Scouts,” said Berniece Collis, member of the Girl Scout Council Board of Directors. Ask Stacy Dugan to define her core and she’ll immediately say, ”Arizona.” Arizona Henry was Stacy’s great-grandmother who raised her and taught her loving lessons of hard work, respect for your neighbor and giving back to the community.
